I think here the concern is more for freezing rain. Snow can be driven on relatively safely, it's the black ice underneath the snow that causes problems.
We also tend not to close the schools, just cancel buses. Kids don't have to show up if there bus is cancelled (even if they don't take a bus), but teachers do, and the school stays open for kids who get dropped off by parents who didn't listen to the radio.
